395 'Plug Gauge'

There's a square GoBoard of 9 by 9 initially vacant Squares.

Each Rule-holder may, per Move, transfer at most one of their Rules from its Cell to a vacant Square, if they weren't the last to make such a transfer. Being on the GoBoard doesn't stop a Rule from being in effect.

Once placed, a Rule on the GoBoard cannot be moved on the GoBoard. It disappears from the GoBoard if it ceases to be a Rule.

Orthogonally adjacent Rules on the GoBoard with the same holder form a Chain. A Liberty's a vacant Square orthogonally adjacent to a Rule. Chains hold the Liberties of their Rules in common.
