All Rules work together implicitly. Rules are evaluated with the specific taking precedence over the general, and the stated taking precedence over the implicit.
Where two or more Rules conflict, then – if any of them explicitly says of itself that it defers to or takes precedence over another Rule (or type of Rule) - such provisions supersede other methods of resolving conflict, unless a deference loop or precedence loop exists, in which case the other criteria for precedence evaluation listed in this Rule apply.
