When Oracle's empty (as on this Rule's enactment), a Player fills it with 1000 integers (from 1 to 100), from an RNG.

When random selection's required, a Player consults Oracle, with the agreed Ritual. The first announced results of a consultation constitute the selection.

The Ritual for a selection type's agreed if a Player suggests it and, by the end of current Move, at least one more - and more than disapprove it - approves it. Rituals are algorithms to generate selection(s) from series of numbers (taken from Oracle's start, and removed as they're taken).
