Removes 280

The proposer sends the Secretary a PM, entitled 'Answer', containing a description of the connection between their Proposal and the Proposal's name (the Answer). The Secretary doesn't open it until after the Referendum. A Guess is correct if it was the first Guess legally posted which described the connection correctly.

In Rule 264, 'and the Question (if any)' is removed, as are the final two sentences, and, in Rule 278, the first sentence is removed and 'answer to the Question' is replaced with 'Answer', and, in Rule 279, 'a Question as specified in Rule 264' is replaced with 'an Answer PM', then this sentence is removed from this Rule.
