328 'Weather: you like it, or not?'
If a Proposal's rejected, a sunny weather front begins over the Proposer's Cell. If a Proposal's accepted or rejected by one vote, a rainy weather front begins over the Cell of the last 'for' voter (if accepted) or the last 'against' voter (if rejected). Weather doesn't occupy Cells.
Per Move, a front spreads to adjacent Ruleless Cells (if any) repeatedly: two times, or until thirteen new Cells are affected, whichever's greater.
Weather persists over a Cell for two Moves, and a given front cannot affect the same Cell twice. Movements from rainy Cells are doubled in distance, where possible. Movements from sunny Cells cost double.
