303 'Get Off My Land!'
Each Rule is a thing on the Board.
Each Rule at the start of the Game (or when this Rule's enacted, whichever's later) is on a randomly selected empty Cell. When any new Rule is enacted, it is immediately placed on the Cell that the Rule's proposer is on. When a Rule ceases to be in effect, it ceases to be on the Board.
If a Cell has a Rule located on it that a Player did not propose during the current Game, then that Player cannot move through or on to it.
This precedes all earlier rules enabling movement on the board.
