If a Player wishes to prioritize or delay a Pooled Proposal, they may do so by saying ‘Yes’ or ‘No’ to that Proposal in the Thread. Where there is a Proposal with no 'No's, the one with the most 'Yes's is selected for Referendum. If all Proposals have 0 'Yes's, the Proposal with the fewest 'No's is selected. Otherwise, the Proposal with the largest ratio of ‘Yes’s to ‘No’s is selected. If two or more Proposals have the same ratio, then the one with most ‘Yes’s and ‘No’s is selected. If two or more are still tied, the earliest submitted Proposal is selected.

This precedes Rules 103 and 203.
