The Referendum ends when either a majority of all Players have voted for the Proposal or half of all Players have voted against.

If neither condition is satisfied within seventy-two hours, the Referendum ends.

If there were at least two 'for' votes or 'against' votes, the Referendum was quorate. Otherwise, it was inquorate.
