All Rules that were in effect at the beginning of the Game (or on enactment of Rule 239, whichever is later) belong to no Player, for the purposes of Influence.

If any Player(s) have Influence of at least 101, they are the winner(s) of the Game.

Having more Influence than the Secretary is neither a necessary nor a sufficient criterion (even in combination with achieving other winning criteria) for winning the Game.

This Rule precedes Rule 239, and is to be used in conjunction with all other Rules relating to winning criteria.
