The proposer sends the Secretary a Private Message, entitled 'Answer:' and then the name of the Proposal, containing only the text of the Answer to the Question. After voting on a Proposal has been completed, the Secretary - for the first time - opens the Answer message for that Proposal, and compares it to the Guesses given during voting. A Guess is correct if it was the first Guess legally posted which contains all (and no more than) the same letter(s), numeral(s) and space(s) (if any) in exactly the same order as in the true Answer. (Punctuation, uppercase/lowercase, and any other symbols or attributes are considered irrelevant for this purpose.)
