264 'Free Love'
The Referendum on a Proposal is started thus: once the Proposal has been selected, its Proposer posts the Proposal and the Question (if any) and announces the start of voting. The Proposal may not be modified once it has been selected.
If the Proposer does not start the Referendum within 24 hours of the Proposal being selected, the Proposal's Referendum is treated as being finished, the result of it is 'undecided', and a new Move begins.
No Question PM need be sent, nor need the Secretary announce the Question or the start of voting. This Rule takes precedence over Rule 216.
