In this Rule, 'Rule' refers to any Proposal that has been accepted and has not yet been amended or repealed. All Rules that were in effect at the beginning of the Game (or when this Rule was accepted, whichever is later) belong to the Secretary. Each new Rule belongs to its Proposer.
A Rule's influence score is 1, plus the number of Rules (belonging to other Players) it has precedence over, plus the final influence score(s) of any Rule(s) (belonging to other Players) it amended or repealed during the Game (or since this Rule was accepted, whichever is later). Each Player's Influence is the sum total of the influence scores of the Rule(s) that belong to them. The Influence of each Rule and each Player is maintained in public view by whoever the Rules suggest would normally maintain game-data such as these.
If any Player(s) have more Influence than the Secretary, they are declared the winner(s) of the Game. When this happens, a new Game is begun. All Rules and Proposals retain the status they had at the end of the old Game.
This Rule is to be used in conjunction with all other Rules relating to winning criteria.
