233 'Under the Boardwalk'

All Proposals held in the Pool are considered to be open for Debate. Players can, on reviewing the Proposals in the Pool, suggest changes (known as 'Suggestions') to any of the Proposals held there. The original Proposer must either accept or reject the Suggestion before the Proposal can go to Referendum. A Proposal can be subject to more than one Suggestion.

There is no formal period of Debate. A Proposal is thus immediately available for Referendum and will only become ineligible if and when a Suggestion is made.

This Rule is to be used in conjunction with all other Rules relating to the Proposal Pool.
