232 'Purple Litmus'


While a Proposal is in the Pool, Players may at any time state in the Thread whether or not they want it prioritized to go to Referendum. When a Proposal is to be selected from the Pool to go to Referendum, the number who have stated they do want it prioritized ('Yes's) and the number who have stated they do not want it prioritized ('No's) determine which Proposal is selected.

 

If any Proposal has 0 'No's, the Proposal with 0 'No's and with the most 'Yes's is selected. If all Proposals have 0 'Yes's, the Proposal with the fewest 'No's is selected. Otherwise, the Proposal with the largest ratio of 'Yes's to 'No's is selected. If more than one Proposal satisfies the relevant criterion, the one of them with the largest total number of 'Yes's and 'No's is selected. If more than one Proposal satisfies that criterion, then the one of those that was submitted to the Pool earliest is selected.

 

This Rule takes precedence over Rules 103 and 203.
