[Definitions:]
This Rule takes effect from the beginning of the second Game.
For the purposes of this Rule, the term 'Rule' refers to any of the Proposals, including repeals, that have been accepted and have not yet been amended or repealed.
All Rules in effect at the beginning of a Game are considered to belong to the Secretary of that Game. Each new Rule that is accepted into the Ruleset is considered to belong to the Player who Proposed that Rule.
[Influence:]
Each Rule's influence is calculated as 1, plus the number of Rules belonging to another Player it has precedence over, plus the final influence score(s) of any Rule(s) belonging to another Player it amended or repealed during the present Game.
Each Player's Influence is calculated as the sum total of the influence of their Rule(s). The Secretary maintains in public view a record of the influence score of each Rule and of each Player's Influence score.
[Winning:]
If there is a Points-based winning criterion, no Player shall win by that criterion unless they also have the highest Influence score. If there is no Points-based winning criterion, the first Player(s) to have a higher Influence score than the Secretary is or are declared the winner(s) of the Game. When this happens, a new Game is begun. All Rules and Proposals retain the status they had at the end of the old Game.
This Rule takes precedence over Rule 111.
