There is a record of all withdrawn or rejected Proposals, and all repealed or amended Rules. This record is known as the Matrix, and is maintained by the Secretary in public view. Each item includes at least the last identifier the Proposal or Rule had, the full text of the Proposal or Rule, and the name of the author of the Proposal or Rule (or the words 'Initial Ruleset', if it was part of the Initial Ruleset). The Matrix incorporates and extends the unregulated Well of Lost Rules maintained by the Secretary prior to enactment of this Rule, and all items are treated identically whether or not they were once part of the unregulated record.
