The Referendum ends when either a majority of all Players (or three, whichever is higher) has voted for the Proposal or a majority of all Players (or three, whichever is higher) has voted against the Proposal. If neither of these conditions is satisfied 24 hours after the Referendum began, the Referendum ends immediately. If at least three votes have been cast at the end of the Referendum, the Referendum is considered quorate. Otherwise, it is considered inquorate.
