There is a Pool of Proposals, held in public view alongside the points, and moves, and maintained by the Secretary. Following the end of a Referendum, if there are Proposals in the Pool, a Proposal is chosen randomly from the Pool. A Player may only have one Proposal in the Pool at any one time.

If a Player's Proposal is selected to go to Referendum, they are not allowed to enter a new Proposal into the Pool until after voting has closed and a new Referendum has begun. A Proposal may be held back from the selection process if the proposer deems it unsatisfactory.

A Player introduces their Proposal into the Pool by Stating so in the thread. A Player may also remove their Proposal from the Pool at any time for any reason.

A Move consists of the selection of a Proposal, and a Referendum on that Proposal. This Rule takes precedence over Rule 103.
