PTomic consists of a number of consecutive Games. A Game consists of a number of consecutive Moves. A Move consists of three stages: a Proposal, a Debate, and (unless the Proposal is withdrawn) a Referendum, in that order and with each stage beginning immediately when the previous stage ends.
